DWI Report: Woman charged for 'sex on the beach'

The State Highway Patrol stopped a woman for a headlight violation and discovered she had a open drink called “Sex on the Beach” in her car with her, according to a weekly review of Pitt County court records.

Rachel Elaine Modlin, 44, of 1827 Tupelo Lane, was stopped at 9:04 p.m. on July 4 on U.S. 264 near Old Pactolus Road by the highway patrol. She was stopped north of the Sunchase Apartments for a headlight violation, and she had a styrofoam cup in the center console with a ”Sex on the Beach” drink in it, according to court documents. She also reportedly had been taking Adderall.

Her blood alcohol level was not listed on the citation. She also was charged with having an open container of alcohol in the passenger area of her vehicle.

Nine others also were charged with driving while impaired according to court records and law enforcement reports available between July 4 and July 10, 2017. In those cases, court documents indicate:

William Robert Jones, IV, 50, of 106 Williams St., Williamston, was stopped at 1:03 a.m. on July 2 on New Hope Road near Greene Street by the highway patrol. He had red glassy eyes, a strong odor of alcohol, was unsteady on his feet, had slurred speech, was weaving and refused to follow orders. He also was charged with having an open container of alcohol and driving with a license that was revoked for a previous DWI. The 2001 Chevrolet he was driving was seized because he was driving with a license that had been revoked for a previous DWI. 

Cornell Phillips, 40, of 1253 E. Hanrahan Road, Ayden, was stopped at 4:53 a.m. on July 4 on Jolly Road near Third Street in Ayden by the Ayden police. He had red glassy eyes, was unsteady on his feet and refused to take a breath test. He also has a pending driving while impaired charged and a driving with a revoked license charge in Nash County, according to court records.

Veronica Byrd Rhem, 58, of 1556 Abbey Lane, was stopped at 10:27 p.m. on July 4 on N.C. 11 near Dennis McLawhorn Road by the Ayden police. She had red eyes, was crying and upset, and her blood alcohol level was 0.16.

Wesley James Minton, 37, of Arlington Park Drive, was stopped at 11:11 p.m. on July 7 on County Home Road near Fire Tower Road by the highway patrol. He had red glassy eyes, an odor of alcohol, was unsteady on his feet, and his blood alcohol level was 0.10.

Tavaris Arkel Williams, 31, of 302 Pineshoal Drive, Snow Hill, was stopped at 11:50 p.m. on July 7 on U.S. 13 near Bell Arthur Road by the highway patrol. He had red glassy eyes, was unsteady on his feet, had an odor of marijuana, and his blood alcohol level was 0.14.

He also was charged with driving with a license that was revoked for a previous DWI and having an open container of alcohol in the passenger area of his vehicle.

Robert Franklin Rushing, 51, of 1009 Hamilton St., was stopped at 10:50 p.m. on July 8, on U.S. 264-Alternate near N.C. 43. He had red glassy eyes, was unsteady on his feet, slurred speech, an odor of alcohol, and his blood alcohol level was 0.15.

Walter Michael Wilson, 44, of 3714 Goldsboro Run, Farmville, was stopped at 6:17 p.m. on July 9 on N.C. 33 near Old Pactolus Road by the highway patrol. He had red glassy eyes and his blood alcohol level was 0.13.

Arturo Garcia Vicente, 55, 1311 B’s Barbecue Road, was stopped at 6:09 p.m. on July 4 on Statonsburg Road near Sherri Street by the highway patrol. He had red glassy eyes, a strong odor of alcohol, was unsteady on his feet, and his blood alcohol level was 0.14.

James Earl Rouse, 48, of 3334 Cupelo Road, Farmville was stopped at 2 p.m. on July 4 on Stantonsburg Road near U.S. 258 by the Pitt County Sheriff’s Office. He had red glassy eyes, an odor of alcohol, slurred speech, was unsteady on his feet, and he refused to take a breath test.
