Puerto Rican experiment

It occurred to me while watching news of the devastation in Puerto Rico from Hurricane Maria that here is the opportunity for a laboratory experiment in infrastructure rebuilding for an increasingly hostile environment.
The population of Puerto Rico is only about 3.5 million. I have no idea what it would cost, but a few percent of the defense budget would go a long way. Lessons learned would be invaluable.
