Requests hint at development on Dickinson, north Greenville

A pair of requests for properties off Dickinson Avenue to be rezoned to downtown commercial could hint at more development in the already booming corridor.
The Greenville Planning and Zoning Commission is scheduled to hear the Dickinson rezoning requests at is regular meeting at 6 p.m. in the council chambers at City Hall, 200 W. Fifth Street. The panel also is scheduled to consider requests for a pair large parcels north of the city that could pave way for industrial developments and possible mining operations.
One of the Dickinson requests is sought by Salvatore Passalacqua to rezone two tenths of an acre at the northwestern corner of Dickinson and Columbia Avenue. Passalacqua wants to change the vacant lot beside Temple of Zion Church from Downtown Commercial Fringe to Downtown Commercial.
According to the meeting agenda, staff estimates the rezoning of the property could allow for 4,000 square feet of restaurant space, and a net increase of 350 additional trips per day on the roadway.
The other request is from The Imperial Building LLC and Saad Rentals LLC to rezone four tenths of an acre — some 18,644 square feet — at the southeastern corner Dickinson Avenue and West Ninth Street from Downtown Commercial Fringe to Downtown Commercial. The triangular lot is home to several historical storefront buildings. According to the agenda, a traffic study was not conducted for the rezoning.
Further details about plans for the property were not available. Both requests are in compliance with the Horizons 2026 Plan, the Future Land Use and Character Map and the Dickinson Avenue Corridor Study. There are no reported costs to the city associated with the proposed rezoning.
Also on the list of items before the commission are a pair of rezoning requests in industrial areas north of the Tar River.
One is from Happy Trail Farms LLC to rezone a total of 60.8 acres north of Pitt-Greenville Airport between Belvoir Highway and Sunnybrook Road (Tract 1) and at the northeastern corner of the intersection of Belvoir Highway and Redmond Lane (Tract 2).
The request would change the tracts from RA20 (Residential-Agricultural) and CG (General Commercial) to Industry for Tract 1, which contains 51 acres, and Heavy Commercial for Tract 2, the remaining 9.8 acres. The land is bounded by Flemming School Road to the north, Belvoir Highway to the east and south, and Sunnybrook Road to the west.
The meeting agenda prepared by city staff notes under the request that the proposed zoning in each location could accommodate quarrying and sand mining, including storage and distribution on the entire site. The request is in compliance with the Horizons 2026 plan and the Future Land Use and Character Map.
Another request involves 130.6 acres located at northeastern corner of the intersection of Martin Luther King, Jr. Highway (U.S. 264 Bypass) and Old Creek Road. The request, from Gary L. Warren, Trustee of the Gary L. Warren Revocable Trust, would rezone the entire plot from RA20 (ResidentialAgricultural), Industry and Unoffensive Industry to Planned Unoffensive Industry.
The agenda notes that the proposed rezoning would accommodate 754,000 square feet of pharmaceutical manufacturing space.
Also on Tuesday night the commission is scheduled to hear an ordinance requested by Tar River University Neighborhood Association (TRUNA) President Hap Maxwell to amend the City of Greenville Future Land Use and Character Map for the area located adjacent to the main campus of East Carolina University, roughly between East Fifth Street and Shady Lane and about 130 feet west of Maple Street containing just under an acre of land.
