... the university share the so-called "confidential information" with the employee?
I find it quite interesting that the University won't divulge anything to the employee, but then wants to get his permission to release his confidential information.
It should be shared with him first ..... then if he wishes to release his personnel file to the media, that is his option, not that of the University.

If he didn't have his personnel file how could he release this to the public?

This article was about the University getting "permission" from Islom to release his personnel file.
I also am aware that Islom says he has no blemishes on his record.
However, the University believes if it releases confidential information from his file that it will clear up this matter in their favor.
Is there information there that hasn't been shared with Islom? If so, then the University needs to share it with him first. It is his decision to release his file to the public, not the University's.
So, my comments were directed at ECU's effort here, not to what Islom said on Tuesday.

I would imagine that Mr. Isom doesn't "have" his personnel file. ECU Human Resources does. (I work at ECU, and don't have my personnel file in my possession either.) But they can't release it to the public without his go-ahead.
