People speaking at Greenville City Council meetings — including council members — will have to keep their talks brief, according to new rules, some that will take effect at tonight’s meeting at 7 in council chambers.
The council voted at its January planning session for time limits for members speaking on issues of concern. According to the new policy, members’ first comments about an agenda item after it has been presented will be limited to no more than five minutes. After all members have had an opportunity to speak, a member may again have an opportunity to speak on the matter, this time for no more than three minutes, according to the policy.
A member may not have the floor on a matter more than twice other than to ask a question, unless the council, by a majority vote, allows additional opportunities to speak.

Poor Calvin and Rose. Only five minutes to get their points across. I've never heard anyone who took so long to get their point across like these two. They must just love hearing themselves talk.
