While city and county officials may have been as prepared as possible for Hurricane Irene, they were not ready for part of the storm that followed — the flood of calls and online comments about a picture of a dog out in the elements.
The photo, circulated widely on social networking sites during the weekend, shows a light-colored dog sitting atop a dog igloo in its cage near a wooded area. Posted Saturday on the Facebook page of Dogs Deserve Better, a Smithfield, Va., nonprofit animal advocacy group, the photo created a tempest of its own, generating thousands of online comments and phone calls from concerned animal lovers from as far away as the United Kingdom.
“It was amazing the number of people who called about this dog,” said Steve Hawley, communications manager and public information officer for the City of Greenville, adding that after several hundreds of comments about the dog, the city has disabled commenting on its Facebook page.

backlash from the fb picture
The concerned neighbor who posted the picture on fb is now required to appear in court on friday along with another neighbor who had absolutely nothing to do with this. The owner of the dog, (who now has it back), is saying that because of the firestorm as a result of their own actions, they now fear for their safety and the safety of their children, and are blaming it on two of their neighbors. These innocent people did not even know the dog owners names, email address or phone number that ended up being published, but are being blamed for reactions beyond their control. They cannot control numerous websites and or peoples postings. This is a ridiculous waste of time and loss of wages for them.
Two Loons or DDB
Just another thing..regardless of what you say about Two Loons and or DDB..for arguments sake, say it is true about Two Loons..the same is true about Dogs Deserve Better..yes they have won awards..but at what cost? Have you ever noticed the begging for donations? Have you seen the evil that is going on there? Have you gone to their website and looked at the posts for help with chained dogs? and have you read their responses for help or suggestions? No , me neither as they IGNORE the cries for help. Why would a group such as DDB want to go to NC when they have their own dogs needing help in PA, Virginia and all other areas..It is time to wake up people and smell the rats..As for this AC..the manager is Michelle, so I am assuming it is a lady..and I am also sure that there are loads of dog lovers in this city..I believe and would urge the locals to stand up for the animals, and DEMAND changes..How in the right mind can they leave a dog ALONE before and DURING a hurricane..On the news people WERE URGED TO BRING THE ANIMALS INSIDE, and I am sure they did not mean INSIDE A PEN..DOGS BELONG INSIDE THE HOME..
Shameful
...that special interest groups are hell bent on their vendetta's turned this dogs plight into such a political maelstrom of reactive unsubstaniated rants against Dogs Deserve Better. This dogs situation was a perfect example of both these types of individuals and their self appointed groups using the dogs situation for their own ends as powerploys against others. Nothing gets lower than this because really the dog never had anything to do with them, he was just a symbol to be manipulated to their ends.
Real dogs need real help and all else is just a waste of time and energy. Real life situations need to be heard and that includes the cities and towns of occurance, the dogs owners or lack thereof, the laws and ordinances in place at the time and the real threats to the dogs life and well being.
Really, you think Two Loons
Really, you think Two Loons is capable of ethically handling this case? Let me share with you a review of Two Loons from an Alabama rescue group: "Let me get this straight. Two Loons Dog Rescue is willing to crucify a dog owner on grounds of keeping a dog outside in a storm when in fact their own founder Jessica Vandett teathers her own "Rescues" one of which (a dothan rescue) was stolen from her yard and ended up in Arkansas Animal Control?!? Now THATS the pot calling the kettle black." "By the way.... I don't spread rumors. This is a proven fact. They have endangered multiple animals and have spent the last couple of days trying to "dig their teeth" into the Irene dog Flint. I can only hope for his case that he NEVER ends up in their "care". It's all about the publicity and dollar signs" "Just stating what my experience is with their "rescue" Most people have no clue of their history. They are simply bad news and I can only hope that Flint never has to endure what the sweet souls of past have with them. I noticed they stated that they will be offering assistance to Flints owners and have offered Flint a place in their "rescue" if the owners decide to surrender him. The word about the highly unethical rescue that is Two Loons MUST get out...."
Read the ordinances of their OWN city/ county
http://www.pittcountync.gov/bcc/ordinance/amcontrol/1.pdf
http://www.greenvillenc.gov/uploadedFiles/Departments/City_Clerk/Informa...
**As per their own county ordinance --- SEE LINK ABOVE
Section 8 Mistreatment of Animals; Prohibited Acts
All animals shall be kept and treated under sanitary and humane conditions, and it shall be unlawful for any person to subject, or cause to be subjected, any animal to cruel treatment. It shall likewise be unlawful for any person to deprive, or cause to be deprived, any animal of adequate food and water, necessary medical attention, proper shelter, PROTECTION FROM THE WEATHER or humanely clean conditons.**
I INTERPRET "PROTECTION FROM THE WEATHER" TO INCLUDE PROTECTION FROM EXTREME WEATHER SUCH AS A HURRICANE. SO HOW THIS MR. HAWLEY AND THE CITY CAN JUSTIFY THEIR BLATANT DISREGARD FOR THE ORDINANCES IMPLEMENTED BY THEIR OWN COUNTY IS MIND BLOWING. THE DOG WAS NOT PROTECTED FROM THE ELEMENTS AT ALL. THAT IGLOO WAS MOST LIKELY FILLED WITH WATER DUE TO FLOODING IN THE AREA, SO HOW CAN YOU USE THAT AS SHELTER IF ITS FULL OF WATER?? DO THESE OFFICIALS NOT HAVE AN OUNCE OF COMMON SENSE??
ALSO MR. HAWLEY IS TRAINED FOR THE SART ( STATE ANIMAL RESPONSE TEAM). LOOKS LIKE THAT PROGRAM WAS A HUGE WASTE OF TAX PAYERS MONEY BECAUSE THIS MAN CLEARLY EITHER DIDN'T PAY ATTENTION IN CLASS OR IS JUST COMPLETELY INCOMPETENT.
Get over yourselves
This is pathetic... Your Two Loons group just jumps at the chance to bash another rescue every chance you get. It's just unbelievable. I get it..your mad about something ...This is not middle school anymore, there is no time for temper tantrums.
I know DDB has been around awhile, has done some great things ( look it up ) the group has won awards and has many members and contributors.
I am not a DDB member but am active in rescue and on the board of directors for rescue and I would be parting ways with any member that behaved like you folks are. This is just a total trainwreck since you have started your childish antics.
How about you take some of that energy and focus it on the dogs.
The shelters are overflowing in every state dogs are being pts daily just for space... I do belive there is plenty of work out there to be done rather than pointing fingers at another group because your jealous or something.
Get over yourselves and go help a dog or two.
Animal Revolution!!!!
Sad, sad, sad that after fielding hundreds of messages, and hundreds of phone calls (some as far away as from EUROPE) Steve Hawley still thinks HE'S correct!
The times they are a-changin'. Just yesterday in Forsyth County, NC tethering was BANNED. GREENVILLE YOU ARE NEXT!

The truth about Dogs Deserve Better
It absolutely disgusts me that ANYONE would use this horrific situation as a means by which to bash Dogs Deserve Better. Dogs Deserve Better, from what I have witnessed, have done nothing but try to help this dog. They have offered their assistance. They have offered their thanks and support to Two Loon. On multiple attempts they had encouraged their supporters to refrain from harassment as well.
There is absolutely no evidence to support any of the claims made by Dr. Fiala and after reviewing the case I can clearly see why a judge upheld the decisions of Dogs Deserve Better in a court of law. I found the court documents in full here: http://www.pitbulletinlegalnews.com/breaking-news/101-fiala-v-dogs-deser...
I can only assume that Fiala and her supporter's bashing of this fantastic organization is a direct result of her multiple losses in court (in a case in which she was the plaintiff!) They have not provided a single reason why Dogs Deserve Better is an unfit organization. They have merely spread unsubstantiated rumors and gossip.
Using the plight of a dog to push a dishonest agenda is lower than low.
I truly hope this dog is safe and will eventually be turned over to a rescue for rehabilitation and rehoming.
Absolutely horrendous that the city or state has now law
I too found this dispicable and horrendous. Would you leave a child outside just because they had a plastic playhouse (to protect them) water and food (in the weather)? I think NOT! The city and county folks who commented make me wonder if we have the right people over the agencies who "protect animals" If what "Can't comment on what you don't know" said, then I personally believe that should be cruel punishment to an animal. Given weather conditions, ie. heat, cold, snow, torrential rain storms, it is ridiculous. I agree let's put these city officials in a small enclosed area with a plastic house (that could blow away, have a tree or limb fall on it), during the next hurricane and see if they think it's ok. Could have even flooded and house blew over, so what was the dog to do? Same as these officials would...drown. So pathetic.
Again, Dogs DO Deserve Better than DDB
FYI..the picture of the poor dog, sitting on top of a damn igloo, Irene, was circulated among many facebook pages..Not just DDB..the person who took this picture put it on FB and many jumped on the band wagon..As ususal , there was to be news coverage, which in turn can mean DONATIONS..Something DDB is very good at..Look at it, the VICK mansion was basically bought, due to the generousity of followers but also the constant nagging from DDB Head Quarters..I have never in my 70 years heard about a NON PROFIT rescue group purchasing such a large home..tell me why? What is the point. There are many dogs needing help, locally in Virginia, and surrounding areas that are being ignored, YES IGNORED..Only today, because of pressure from others, is a dog being helped. They do this NOT because of this dog, but they are now pushed into the corner and are not willing to lose face..As for Dr. Suzanna Fiala, there is only harasment coming from these people that are connected to DDB..It seems like that the Guru is always gone, or is whining about the amount of dogs, ( 8) AND she has help..and the other one, sits behind her computer all day long and bash and bash without knowing the facts of this lady doctor, who has been able to foster many dogs for DDB..As soon as she was asking VALID questions, and did research and found out the REAL story about DDB, and brought it to the surface that they scammed her by taking Joel away from the woman who nursed him back to health..Anyway they are apparently being investigated as we speak as they are not registered to collect donations all through the US..Reps are leaving due to this bullshit..Now as for Two Loons rescue, does it not make more sense to have a local rescue offer help?? They have done nothing else but being polite and to the point..They did not create drama. As for the AC and Manager, please understand the uproar also because the chosen manner of killing these poor dogs, GASSING..There is NOTHING more barbaric than this method, except maybe electrocuting them, and yes this happens too people..it is not soft music and a nice needle and going to sleep it is KILLING..I am appalled that in this day and age, the managers in many shelters are continuing to do this torture..As for the owners of Flyn, there is NO acceptable excuse whatsoever to have left a dog behind..oh btw..Dogs Deserve Better posted the names, email addresses and URGED people to contact the owners, they also mentioned the names of the employers..how low can you go DDB..Two Loons was straight forward and told everyone they could contact to stau put and wait for the press conference and to NOT contact the shelter, owners etc..Now THAT is PROFESSIONAL..don't you agree? as for the noted 5 prior visits to that home, it is my humble opinion, that is was 4 times too many..But then again, this area in the South as well as other Southern areas are KNOWN for the lack of respect for animals..it is time that Y'ALL wake up and start researching the proper managing of an animalshelter..not a drop off box to kill..SPAY AND NEUTER, HEART WORM Prevention, Rabies, NO CHAINING, NO PENNING..as for the accusation of Dr. Fiala's people stealing the Kentucky dog, Give your head a shake..Do you want the wholetruth and nothing BUT the TRUTH? A person posted on the DDB wall that there were a few dogs in Kentucky not being treated the way any dog should be treated..DDB of course IGNORED this..Many people found out, and a respectable rescue?advocay was contacted..the lady who tried to help was actually from the Animal Shelter, but had NO warrant..this case is actually FAR FROM OVER..Tis is typical DDB..pointing fingers so they "MIGHT" look good. get back to your real rescue work DDB and stop whining..I could write a lot more, but I will give others also a chance..Flyn or Irene I hope you are out of the pen and INSIDE the home where ALL dogs BELONG..at least I agree with that DDB statement..Dogs are PACK ANIMALS AND THEY LONG TO BE WITH THEIR HUMAN PACK..
Get a clue @ DOGSBELONGINSIDETHEHOME
When did this story of a dog stuck in a Hurricane due to abuse and neglect, become a platform for your diatribe towards Dogs Deserve Better? With the exception of a few sentences, your entire novel is aimed at a subject that has absolutely NOTHING to do with this poor dog. As far as Two Loons Rescue -- local doesn't mean better. I myself find them to be a media seeking entity that took an opportunity to jump on this story and ASSume "control". Are they even a registered 501c3 rescue? If they are, I would ask that proof be shown. From my brief encounter with them it was immediately clear that "Two Loons" is an appropriate name for the organization. But I digress. This story is about this one particular dog, the laws that need to be fixed and /or implemented for ALL animals and a complete restructuring of ALL city & county officials. I recommend that each and every tax payer make a stand against the powers that be and show that this is a subject that demands attention from them and their respective staff in the city of Greenville as well as Pitt County. This a nationwide problem but THIS story relates directly to Greenville and a total lack of action from elected officials and their subordinates.
DDB IS MONEY HUNGRY
Dogs Deserve Better swooped onto this story because they thought they could make some money off of it. There are so many chained dogs that people post on their page and they just ignore them. They are only interested in dogs that they think they can make money off of. The founder, Tamira Thayne LIVES in the Vick's mansion with eight dogs there and she blogs about how hard it is to take care of them. How in the world would she be able to take care of ONE more? They are bashing Dr. Fiala because she questioned them on money, and not being registered in about every state. A few days later they went into the doggie daycare and stole the dog. Those people are dirty and I'm so thankful that Flint didn't go to that organization. I applaud TWO LOONS for looking out for the ANIMALS and not money. I hope Flint gets well taken care of!
Steve Hawley
Mr. Hawley should be relieved of his duties, and a search undertaken for a person who will represent this city better. Such callous disregard for a pet coming from a city official in the face of so many justifiable expressions of outrage is unacceptable. Ms. Whaley's comments don't acquit her much better. As a friend suggested, maybe these people should be set out in a pen in a back yard during the next hurricane, with nothing more than a flimsy shell of plastic for shelter, with massive trees falling all around and sharp projectile debris flying here and there at 50-70 mph; and then let them tell us how "safe" they feel!
SOMETHING NOT RIGHT HERE...
Obviously the animal laws iin this area are terrible and new legislation needs to happen.
BUT...... Something just doesn't add up here with this Two Loons Dog Rescue group who is supposed to be saving this dog... They have been bashing other rescue groups like crazy. Very unprofessional, focused on other rescues rather than their mission of helping dogs.
They suddenly come to save the day for a mixed breed owner surrender dog when their face book page clearly states they take mostly bully breeds, do NOT take owner surrenders AND that the rescue is full and can not take anymore dogs effective 8/25/11. ?????????????
Makes me wonder if one of these two loons actually knows the owner of this dog and is covering for them.
Someone needs to do some ethical investigating on this non profit organization called Two Loons Dog Rescue!!!!!!!!
I have lived in Greenville my
I have lived in Greenville my entire life and I am ashamed of this city-some of the quotes in this article are absolutely appalling. In my neighborhood every other house has a dog on a chain and/or in a kennel 24/7.The ONLY person who has acted like a decent human through this whole debacle is AC Officer Langeley.Unfortunately the laws are not on the side of those who actually care.Mr.Hawley-your attitude is what makes people look at Southerners like a bunch of ignorant rednecks.Again-I am FROM here so I am a Southerner too before you try to discount me.Around here if it has 4 legs you either shoot it,put it in a cage or eat it.Disgusting.
Dog that was "just wet"?
One of my techs forwarded this dogs story to me and I have to say I am appalled at the reaction of the city of Greenville officials to this situation. This dog was not "just wet"...this dog was left behind in a hurricane. No one, including our most capaple meteorologists could predict the course or severity this storm took.
I am a veterinarian of over 30 years, have worked dozens of natural disasters for number of animal rescue groups and I have NEVER heard of a situation where an animal was not protected by law from extreme elements! Having grown up in an area of the country that had a number of hurricanes I have seen first hand what they are capable of, the damage they do to not only property...but human and animal flesh. Just looking at this photo you can clearly see that a branch had fallen over this dogs pen. An igloo dog house, bowl of soaking wet from the rain dog food and a bowl of storm water is NOT a safe environment!
I don't know the story of these owners, they could have very well been out of town and had put this dog in the care of a neighbor kid...I don't know. What I do know though is the complete LACK OF ACTION and LAME EXCUSES that have been made by city and county officials.
Yes, people are going to call about a dog they see in danger...especially one that has been locked up. And contrary to what Mr. Hawley stated I am sure people did call to help out. Are we supposed to stop caring though because it is "just a dog"? I would hope not! Good for the people who did do something! I would take that over complacency any day!
flint the angel dog
The so called "frenzy" would be because of current law in NC regarding animals in general. It is so important not to pull focus (which this article does) from the citizens concerned or rescues who stood in the wings without any update from the City. If one goes to City's Facebook page, you will see that they have about 2 to 10 comments on their other posts and updates before and during the hurricane. However, which is extremely important to take note, is the fact that on the 3 posts involving this particular dog, there were over 1000 comments made by the people. A timely response and not a haphazard remark right before the storm hit, that "He (the dog) just chooses to sleep on top of the dog house." should have definitely been timely addressed. THIS IS THE IRRESPONSIBLE BEHAVIOR that should also be revisited to appease public concern at best.
This dog has brought attention to the many dogs that were left outside to fend for themselves, to the laws regarding what an owner can or cannot do with their pets (as a property right issue), to all those precious animals we strive to find placement in loving environments and to the overpopulation of these animals that break our hearts on a daily basis. Yes, it's the red tape that gets in the way and as time and efforts to rehabilitate our pet laws continue, let us better communicate together for the enrichment of our society as a whole.
By the way, "Flint" was not picked up early Saturday morning either. Please get your fact(s) straight.
Ridiculous doesn't even come close.....
As a lifelong Greenville resident, I am absolutely ashamed at the actions, or rather lack thereof in regards to this situation. I am an animal advocate and am appalled at the laws here as well as all over the nation. However the focus is on Greenville right now and rightfully so. This dog deserves way better than what he is being given and the way he is being treated. By Greenville's own admission, it took FIVE, count them, FIVE trips to this home before removing the dog. Why was it necessary to make FIVE separate trips when you are now trying to say there were no laws broken and the dog is fine? If the dog was fine on the first trip by AC then there would be no need for a follow up, let alone 4 follow ups before taking action. To anyone attacking Dogs Deserve Better, please show me ANY group animal related ot otherwise that is "perfect". Fact is, "perfect" does not exist. The Fiala/Joel story is so shady it's not even worth addressing. If you want to know about it do some research and the facts are there and they don't reflect well for Fiala. She and her cult of fans have done everything to undermine DDB because of personal issues. This dog is NOT safe and should not be allowed back in the "care" of the owners. That dog is being abused no matter how you want to spin it. Way to drop the ball Greenville. How disappointing to call myself a resident here, I can't even put into words that are printable and will remain respectful although I am absolutely outraged.
First of all I Know Better,
First of all I Know Better, Dogs Deserve Better is NOT a terrorist group. They repeatedly asked that no address be posted and to stop the harassment. The removed any postings of the address. Dogs Deserve Better had everything worked out. No they don't post their every single move to Facebook. Do you think this is the only dog left to suffer the hurricane? DDB was working multiple cases and didn't have time to update Facebook to your standards.
Second, it wasn't until Dr. Suzanne Fiala and her favorite rescue group started making calls to NC officials telling them not to release the dog to Dogs Deserve Better, that the dog disappeared. As a matter of fact, a representative of Two Loons told DDB right on DDB's page to step aside. DDB did and offered their support to Two Loons.
If you don't know who Dr. Suzanne Fiala is, she is mental case under review by the medical review board with an anti-harassment order against her for harassing DDB over a dog. She also tried to sue DDB and lost again and again and again. Now her and Two Loons motives are not only to hurt DDB but any dogs they try to help. Sick!!!
And you want to talk about stealing dogs? Dr. Suzanne Fiala and her cult members tried to save a chained dog in KY just to spite Dogs Deserve Better. Guess what, one of their fans stole the dog and took her to a KILL shelter where she was returned to the chain. Good work Fiala, Good work Two Loons. How many more animals lives can you destroy while still collecting donations?
If Two Loons wouldn't have stuck their vindictive noses in this, this dog would be safe!
Makes me sick!!!
DDB is not an "advocate".
I commend Pitt County Animal Shelter Manager Michele Whaley for trying to set the record straight.
"Dogs Deserve Better" is not an advocacy group, they are a terrorist group. Look no further than their actions. They posted the owner's names, home address, home phone number, employer information and phone numbers all over social network, and encouraged people who did not have the whole story to harass the dog's owners, up to and including getting them fired from their jobs. In the face of potential human tragedy, DDB encouraged people to clog the emergency lines even after this dog had been removed from its kennel. Not content to stop there they encouraged people to trespass on the owner's property and steal the dog not just now, but at any time in the future. All this without the benefit of the facts of the situation and long after the dog had been moved to a less exposed location.
Can't comment on what you don't know
I live right down the street from this dog and I know what kind of life she has. She has lived in a cooped up 8X8 pen since she was 6 months old because she became "too big" for the house. She drinks, eats, and defecates in that very little area. If you want to live like that, so be it, but some of us think "dogs deserve better."
Your Reaction is Ridiculous!
The city's lack of response to this situation is outrageous. I hope the rescue groups continue to show what a sad city Greenville is. We need better laws protecting animals!!!
lame
This is one of the lamest examples of rationalizing away a bona fide problem that I've ever seen.
