The growing popularity of flags and other signs at Greenville businesses has the City Council seeking the best way to regulate their usage to prevent clutter, promote safety and maintain the positive effect they can have for those who display them.
Interest in the topic was initiated last May by council member Max Joyner Jr. Since then, Public Works Department planning division staff, led by chief planner Chris Padgett, have been developing options and proposals for modifications to the city’s sign regulations for council consideration. Regulations found in Article N of the zoning ordinance address minimum standards for construction, type, dimensions, location, illumination and maintenance of signs.
Sign types include temporary signs, typically placed into the ground in a frame; flags — with and without commercial messages; wind blades, which are flags supported at two points to be visible regardless of wind conditions, and hollow flexible figurine-style flags that operate by forced air, which are not permitted but are used in some places.

Wheeling and dealing with certain auto dealers
This issue arose some years ago when certain car lots decided to park their for-sale vehicles with the front bumper right up to the city street curb. So many cars and flags obscured driver's views and caused safety issues. The city inspectors had to back down based on pressure from certain city council members representing the auto dealers. This issue is again "in play" to help auto dealers. Could it be that certain current council members will receive in-kind "gratuities" from some of the auto dealers if the bumper-and-flag-up-to-the-curb days return? I believe that I remember a full page ad in The Daily Reflector paid for by a local auto dealer explaining that a council member's purchase of a new vehicle at a preferential price had nothing to do with that council member's votes helping auto dealers advertise. There are two things to look out for: Is any council member driving a new vehicle at a highly discounted price? Has the number of motor vehicle collisions increased?

*more gov control over our lives--or real concern for beauty or safety? i am very distracted by the human sign flags and costumes--nearly back-ended someone once looking at ???????????????. want businesses to be advertise effectively--but not at expense of public safety along the roadside.

While I understand the need to encourage businesses to use "proper" signs, the city will soon be known as adversaries of business with all of the restrictions they impose. I would not have a problem with most of the restrictions IF the city would not "selectively" enforce the ordinances now on the books. However they do not have hardly any enforcement at all. Professionally done signs and banners are often the only way a business can get it's message out to consumers. As one who has been selected for enforcement in the past, I can only say this... in the city of Greenville, it is really WHO you are as to whether or not you are targeted by the sign police.
