Editorial: County at budget crossroads

The Pitt County Board of Commissioners knew to expect a grim year economically as the ongoing national recession and sluggish recovery conspire to diminish revenue collection. Members received a more thorough review of those figures last week when County Manager Scott Elliott outlined a potential $6.3 million deficit in the coming budget year.

In recent years, commissioners have pushed Elliott to craft a budget of austerity, one that tightens belts and uses savings in an effort to delay any increase in the county’s already high property tax. Such an approach can be employed no longer, as the expected day of reckoning looms for this board as it seeks to close that gaping hole in the county budget.

The board set an ominous tone about this year’s budget process from the start by holding an information session last week, months earlier than normal. Elliott wanted some direction on how board members wished to proceed in a particularly perilous fiscal year, one in which revenue collections have declined and the revaluation of property could abruptly change residents’ tax bills.

Greed + deregulation = revenue crises

The lowered property tax revenues reflect the unprecedented number of foreclosures going on both locally and nationally. What we are seeing is the very real fallout of the years of relaxed bank regulations combined with greed and unwise incentives from the very top to provide loans to those who couldn't afford them. Laws preventing bundling and securitization by the banks could have gone a long way in nipping this problem in the bud.

what is being done to find delinquent taxpayers !

What is being done to track down past due taxpayers ? if revenue was down at the end of the last year -- where is all that money ? What action is the County taking to ensure everyone is paying their share. I have been a property owner for over 20 years in Pitt County and want to see the tax office get aggressive. I understand times are tough for many of us, be we all know we must pay our property taxes. Or maybe that is not the case anymore!

Folks think about the employees, once again faced with cuts and positions not being filled, these workers will be put in another stage of extra workloads with not enough time nor energy to complete in a professional and timely manner.County positions are a blessing with their insurance coverage and other benefits. That is the reason a lot of staff remain despite the increasingly constraints of the budgets. My Prayers go toward the employees. Hang in there, here you go again.!
