Apparently police paid by local taxpayers and employed by local governments aren’t subject to direction by the locally-elected officials chosen by those local taxpayers.

Either that or a legislative lawyer is dead wrong in his interpretation of the law.

Hal Pell, the legislative lawyer in question, recently wrote that he believed the Fayetteville City Council lacked the authority to impose a moratorium on vehicle searches in which police lack probable cause but seek voluntary consent from motorists.
